chore: update API base path in development environment and improve documentation

- Change VITE_APP_BASE_API in .env.development to use the remote address directly instead of Vite proxy
- Update CLAUDE.md to reflect the new API base path for the development environment
- Simplify language handling in app store and clean up commented code in dashboard styles
